Once an individual becomes radicalised, every action they take—positive or negative—is to be treated as either preparation for, a disguise, or an attack.

There is no excuse, and crimes committed that are seemingly unrelated are, too, to be treated as terrorist-induced crimes—thus, be punishable by law.
